Preface

      The Technical Construction Central Archive (TCCA) has been founded as a demand of time on 26.07.1993, based on the Central Archives under the Ministry of Construction which is currently the Ministry of Public Works, Transport, and Telecommunication in order to: collect, preserve and process technical materials of the projecting institutions during 1911 – 1990. 

    TCCA is a Government Institution that collects, processes, administers preserves and serves the archive property which is provided and safeguarded by the Government. The related property documentation constitutes all the technical, scientific, theoretical and practical values in the field of construction. It infers a national historical interest and is part of Albanian National Archive Fund (ANAF).

    ANAF represents an institution of paramount national importance, with particular cultural and scientific values, because the entire documentation regarding constructions throughout the territory of our country have been lodged with our institution for a period dating back since the beginning of the 20th century up to 1990      (It administers even the documentation of the Territory Adjustment Council of the Republic of Albania during 2000 – 2006).

 The intensive development of infrastructure in Albania puts forward an immediate and concrete task consisting in managing the existing technical documentation of objects and infrastructure works archiceture, urban planing, geology and geodesy in an accurate and efficient way. 

 Nowadays, at a time when access to information and its processing is demanding, our institution has made its firsts steps  to digitalising these projects by concluding with a digital product of the archive materials, thus having the opportunity to preserve the national wealth and facilitate information to any Albanian or foreign researcher.

  Enrichment, identification, classification, technical scientific processing, expertise, preservation and usage of ANAF documentation takes place according to techno – professional and methodological Norms pertaining  to the archival service in the Republic of Albania, adopted by the Archive General Directorate (A G D), sanctioned by Law 9154, dated 06.11.2003, Article 15.

The materials preserved at TCCA according to Article 8 of Law on Albanian National Archive Fund constitute a legal obligation to the archive in order to serve and be available to different Institutions and individuals.

The employees of the national archive networking provide the respective documentation due to the original, according to Article 58 of Law “On Archives” without making any comments or further interpretations.

What does it constitute? 
An archive fund of 500 000 collected papers in almost 40 000 files with projects evidenced as in the following are being preserved, processed and administered at TCCA as:

Regulatory plans (1917 – 1990),

Infrastructure Projects (1911 – 2002),
Social and industrial buildings and houses (1929 – 1990_),
Geodesic relieves (1956 – 1993),
Hydropower stations, lines (1926 – 1990),
Photos (1943 and on forward)

         Decisions taken by the Territory Adjustment Council of the Republic of Albania (after year 2000) etc.

     The earliest Project at our disposal to our fund is the project of “The Reconstruction of Buna Bridge over Bunë River” designed by Austrian projectors in 1911.

       The basic structure for administering the archive documentation for every fund (except for the particular specifications) is:

  1. Thematic specification (water supply, roads, geology, social – cultural architecture, ports, land improvement, photos, urban-planning, photos of activities, etc,).
  2. Territorial division (prefecture, district, city, etc,).

  

  1. Chronological division  (year, month, date, etc,.).
